No, mods are not supported on the mobile version of Besiege, which means you can't use these blocks and features : 

• Scaling
• Block 52
• Brace / Bracecube
• No Bounds
• Smooth Surface Block

Please note that it is not planned to add mods on Besiege mobile in the future.
